In order to meet Federal Regulations, the Department of Transportation (D.O.T.) Alcohol-Drug Evaluation or the Department of Transportation (D.O.T.) Alcohol-Drug Assessment requires a Face-to-Face alcohol/drug evaluation/assessment.
Department of Transportation alcohol and drug evaluations or alcohol and drug assessments cannot be provided via telephone or by an Internet online video interview.
The Department of Transportation Alcohol-Drug Evaluation or Department of Transportation Alcohol-Drug Assessment must be completed by a Substance Abuse Professional (SAP).
The SAP uses subjective (video interviews) and objective instruments (questionnaires) to perform an SAP qualified alcohol/drug evaluation or SAP qualified alcohol/drug assessment.
Mr. Jere Parker, M.A., L.C.S.W., C.Ht. has provided alcohol-drug evaluations and alcohol-drug assessments since 1985 and provided alcohol-drug treatment and education since 1989. He is a SAP Professional Counselor and is a qualified in all Department of Transportation SAP Alcohol/Drug Evaluation or Department of Transportation SAP Alcohol/Drug Assessment protocols.
The SAP Alcohol/Drug Evaluation or SAP Alcohol/Drug Assessment requires information received from various sources to make a diagnosis determination ranging from; having no substance abuse disorder to having a substance use disorder. The SAP Alcohol/Drug Evaluation or SAP Alcohol/Drug Assessment also measures the degree of an individual's alcohol and/or drug issues to make a determination as to being a; mild, moderate or a severe issue.
Department of Transportation SAP Evaluation/Assessment Process
There must be an initial alcohol/drug evaluation/assessment. From this evaluation/assessment, the Substance Abuse Professional (SAP)1 must determine if there is a substance abuse disorder and if so, the degree of the problem as mild, moderate or a severe. From this evaluation/assessment, the SAP Professional will recommend some form of education or treatment.
When the educational and or treatment component is finalized, you’ll be scheduled for a follow-up evaluation/assessment. At that time, a determination is made regarding your return-to-work status. If returning to work, you will have to produce a negative (RETURN-TO-DUTY) urine drug screen and possibly a negative breathalyzer test.
DOT2 evaluations/assessments for drug and/or alcohol abuse cover the following entities:
- FAA - Federal Aviation Administration
- FMCSA - Federal Motor Carriers Safety Administration-Commercial Driver’s License, CDL
- FRA - Federal Railroad Association
- PHMSA - Pipeline and Hazardous Material Safety Administration
- USCG - United States Coast Guard
